Wigan Athletic rejected a £4 milion bid for the former Crystal Palace player, who has a year left on his contract.
According to the London Evening Standard, Chelsea have not given up the chase after being told by Wigan chairman Dave Whelan that their original offer “took the mickey”.
Florent Malouda is set to leave ‘The Blues’ to move to Brazil this summer and Chelsea want Moses, 21, to replace him.
Wigan have so far failed in their attempts to convince Moses to sign a new contract with them, but they will still be able to command a fee if he sees out the remaining 12 months on his deal because he is under 24.
Reports earlier this week had suggested Chelsea have cooled off their interest after breaking off talks with Wigan over the Nigeria winger.
The reports said the European champions were now turning their attention to Bayer Leverkusen winger Andre Schurrle.
Schurrle is away with Germany at Euro 2012, where he has been monitored by Chelsea scouts, who are reckoned to be considering testing the water with a £7 million bid.
The 21-year-old is currently contracted to Leverkusen until 2016.
